Born in Amsterdam in 1934, Welman studied under Frans Hazeveld and then more formally at the Kunstnijverheids School and the Academy van Beeldende Kunst. Welman came to the United States in 1955 and settled in Southern California where he discovered the drama and variety of the California landscape and has been painting en plein air ever since. With an extensive exhibition record, Welman is an Artist Member of the California Art Club and the Laguna Plein Air Painters Association.
